一、背景介紹 1).
Background 馬來西亞 CIDB 是馬來西亞建筑工業發展局，它是馬來西亞建筑行業的政府主管部門，負責建 筑行業的 資質認證和監管。CIDB（馬來西亞建筑行業發展管理局）作為馬來西亞建筑行業的政 府主管部門，在行業內具有極高的權威性和影響力。除了負責施工單位的管理和工程驗收，CIDB 還承擔著建材鋼鐵產品質量認證的重要職責。CIDB 為了確保建筑行業的質量安全，所有需要強 制認證的建材和鋼鐵產品在進入馬來西亞市場前，必須取得 CIDB 頒發的符合標準證明書 (PPS) 以及入口許可證(COA) 。該證書的頒發基于對申請公司的綜合實力、在施項目、屬地員工占比 及專業持證率、政府規定專業課程結業率等進行全面評估。 Malaysia CIDB is the Malaysia Construction Industry Development Board, which is the government authority for the construction industry in Malaysia and is responsible for the qualification and regulation of the construction industry. 目前，馬來西亞皇家海關根據 1967 年海關法通過 1998 年海關（禁止進口）令禁止進口不符合 CIDB 設定標準的建筑材料。但是，此規定不適用于本地生產的建筑材料。由于這兩個不同的標準，這項修正案對于防止馬來西亞通過對進口和本地商品提供不同的待遇來違反世界貿易組織 （WTO） 協議非常重要。
所有受第 520 號法案修正案監管質量的建筑材料均列于附表 4 中。任何人被發現使用附表4中規定的建筑材料，而沒有獲得CIDB的質量認證，一經定罪，可被處以不少于10,000令吉但不超過500,000令吉的罰款。

產品所對應的 HS 編碼的前 4 位或前 6 位在下表之中，則產品是在管控內，則需要 CIDB 認證， 否則不需要做 CIDB 認證
